The Lord gives instructions to Moses on how the people are to conduct themselves.  They are not to sacrifice their children to the gods nor are they to allow other peoples children to be sacrificed.  They are not to engage in a variety of sexual activities, and they are to follow the the laws and regulations of the Lord.  The Lord then leaves instructions for the priests and for Aaron specifically.  Finally, God gives instructions on what sacrifices are acceptable
